This is the situation. At the step 62 or somewhere there the player DrChez draws a blue line along the red line already drawn, using the effect of the joker card, in the district corresponding to Tourist Stamps. So, an exchange station appears there (based on the starting blue mark, you will see it in one of the images added below), and the mission card counts it as the third Stamp (there were two exchange stations already drawn in the upper districts), BUT the scheme in the yellow sheet DOES NOT count the third Stamp and doesn't give points for it.
By the way, it was hard for us to understand at the end of the game why there are three stamps since the blue line covers totally the red one, making it invisible, we had to replay the game several times; but it is another issue ) -
