Please include the move number next time, it's in the top left corner. Hunting for the right move takes a lot of time!
Anyway, I did find it and it's not a bug : the card "Dragon Sprouts (wild card)" was already full of sprouts so tout could only gain 2 since the 3rd sprout could not be placed.
