In this game I was not able to find it and therefore I lost one wood, one reed and one grain in the first harvest, luckily still won the game. - They are usable at any time
- They are usable at a single identifiable step during the round
Cards that are usable during the whole harvest do -not- get buttons. Joinery/Pottery/BMW have been in the exchanges window since day 1. Schnapps Distiller and Schnapps Distillery have always been in the exchanges window. And even some cards that are usable at any time (Hard Porcelain, Sheepwalker) can be found there.
So aside from technical complications that would make this a non-trivial change, your suggestion would also be introducing more inconsistencies.
To be honest, I would rather have a separate button showing in harvest for all these cards, including Basket Carrier, than the current solution.
