I also observed the timer continuing to count down after I had confirmed my delivery choices and while waiting for the other players to confirm their delivery choices (on the action space that costs 2 coins to deliver 3 artifacts)
I'm not sure, but it might be tied to the player that currently has the "first player" token. It's just a theory, but I had the first player token on the final round when i noticed it and he had the first player token on the prior turn i believe. -
