When someone at a table uses a time joker, the other players should be given the option to quit without punishments, and there should be no punishment to the player who used the joker either.

Nothing against time jokers per se, I've used them myself, it's just that other players should not be forced to "accept" it.
I think that when someone uses a joker, everyone should have a few extra days for their first move after the return. Especially if it's a fast paced turn based game.
The idea is that when you join a game, you know how reasonably long it is going to be and you commit for that but the joker is outside of reasonable expectations.
If you entered a game and something unforeseen happed. The worst case is you get a penalty when the rest of the players decide to skip your turn. It has happed to me before and trust me. It’s NOT life ending ;-). I am back to 100% again.
Yes it sucks for the rest of the players when it happens. But no more than a time joker and its impacts to the rest of the players. Hence just getting rid of the time joker.
Alternatively, someone in last place might use a joker, hoping other players will leave, thus invalidating the game.
I suggest either you are allowed to leave a game with a time joker with no penalty, or that time jokers are not allowed to be used on games where there is expected 4 or more turns in a day. Time jokers should then only be used on games, where it is expected the game will be played slow anyway. After all if you know you have something in your future which prevent you from playing 3 to 4 days, should you really be joining a game which expects you to finish in that time period?
If Players A and B know each other and Player B is happy to do favours to help Player A strategically do anything, I feel like this is almost the least of what they can do for Player A.
OK, sure if Player A and B don't know each other and Player A happens to see Player B use their time joker, yes, they can choose that moment to strategically quit that specific game. But how often would this come up among strangers? Do others see time jokers being used a lot more frequently than has been my experience (I think maybe 3 times in about 3 years on BGA now)?
And how is this different to Player A noticing Player B is now over time and choosing to boot Player B just to avoid a loss? I realise being over time is a different consideration for many who considering timing to be part of "the rules" and losing on timing to be just as valid as losing by playing it out. But there's also lots of people who maintain they were booted just so another player could avoid a loss - is this not also strategic quitting, but yet a necessary evil to allow players to get out of games where a player has just vanished?
