I was playing France and had three powerhouses on the board, and had therefore unlocked the special ability associated with that powerhouse. I took a Turbine Station action that produced 6 energy, and received a prompt saying, "You may fulfill a contract with an energy requirement of at most 6." Because of my powehouse ability, that prompt should end with "at most 9" instead. The game did allow me to select a contract with an energy requirement of 9, so the powerhouse ability does appear to be working; it's just the prompt that needs to be updated.

I don't know whether or not you've begun implementing any of the executive officers that didn't come with the base game, but note that you'll have to be careful with the wording of this message if the player's executive officer is Simone Luciani, because in that case the player may fulfill multiple contracts but is only permitted to apply the discount to one of them.
