The Friendly Robber is yet another way to add flavor in any Catan game. It simply adds an additional rule, regarding The Robber. The additional rule states that when a "7" is rolled or a knight card is played, the robber may not be moved to a terrain hex that is adjacent to a settlement/city of a player who only has 2 Victory points. If, because of that rule, the robber has no valid terrain hex to move to, the robber moves to (or remains on) the desert hex. In this case, a resource card may not be taken from any player who only has 2 Victory points. When using this rule, you still lose half of your resource cards when a seven "7" is rolled and you have more than 7 resource cards.

Also it should be possible to play games where it is not wanted, since this is only a house rule and not an official rule.

Who hasn’t experienced the frustration of having the robber
moved next to one of your settlements early in the game? Not
only may you lose a resource—the robber blocks crucial
resource production until a “7” is rolled or a knight card is
played. The “Friendly Robber” variant protects you from the
robber until you have more than 2 victory point

When a “7” is rolled or a knight card is played, the robber
may not be moved to a terrain hex that is adjacent to a
settlement of a player who only has 2 victory points.

--- Tips For Playing This Variant
This variant should always be used when playing with family
members, particularly when children are participating in
the game.
--- Possible Combinations
This variant can be combined with all other T&B variants,
T&B scenarios, and Seafarers scenarios, without rule changes.
NB the >2VP limit applies to visible VP. Hidden VP dev cards do not count, but longest road and largest army do as those are public.
Higher elo players also tend not to block weakest player. The only exception is when you need a specific resource.
Honestly I feel like like it would take away from the strategy, though I am fine with having it as an option for people who want it.
I would suggest: add FR as a optional rule, just like how we can choose certain settings/features like speed, hexes, harbours llevel of competitors, etc. This way you know beforehand what type of game you play and this avoids discussions and annoyances in the chat.
