According to the rules, a player should always have the option to either do some action, or upgrade a wedge of the action wheel. Sometimes both options are available during my turn, but sometimes not.
Then I only get:

It is not clear to me why the “Upgrade” button is not available on those occasions.
Don’t see any prerequisites or restrictions in the rules.

Roll-istor an danevelloù bog
It's because you guys have chosen the "Learning Game" variant for that game. It's an very soft, introductory variant that has no knight orders, a fixed wedge order, starts with 2 wedges upgraded and you can't upgrade them any further!
I will note the confusion, though, and consider beefing up the Learning Game's description. It is current simply "Uses the Learning Game order for action wedges. Wedges cannot be further upgraded." which probably isn't sufficiently self-explanatory and expects people to be familiar with the original game.
Indeed joined this table started with Learning variant, but I thought this only ment there were no variable player powers (knight orders)
As I didn’t start the table myself, I never really saw that full description.
Thanks for clearing it up.
Part of the confusion is probably that the player boards still show at the bottom that you can take action OR upgrade a wedge.
Maybe you could hide that part of the board in a Learning variant game if that’s not too much effort?
