Haggle does, and should not be allowed to undo. In order for undo to work properly, you would probably have to require the player to confirm their actions after their second action. This could be auto-confirmed after a set amount of time (10 seconds?), as many other games do.

There is probably an opportunity to make it clearer what you are selecting from the gallery. I've only played on a phone, so I want to see what it looks like on a computer before I make any suggestions there.
I would prefer a confirmation request in the most complex cases, including for example:
* overpayment;
* multiple purchase.
"As a rule of thumb, on BGA we advise you to not undo moves.
"Undo are painful for opponents, in real world and online. Some players may also use Undo to "test" situations while they should just think instead.
"In many cases, proposing an "Undo" means also adding an extra step, which is not good for the game interface."

Adding an extra 10 seconds to people's turns encourages slower turns and adds the sort of extra step BGA policy is designed to avoid. If you disagree with the policy, I would encourage you to make your voice heard at this link:

I think diamant's suggestion is in line with this.
The development cost to implement undo is very high and isn't in line with BGA's site policy. I know many people feel very strongly about the undo policy and may disagree with the developers' decision to not implement it here. Unfortunately, we may simply have to agree to disagree.
