1. Cards and tiles get shuffled and placed as decks or stacks (face down).
2. Starting tiles get chosen by the players.
Then, for each round, cards and tiles are drawn and placed face up.
So this seems to be implemented correctly.
If you are alluding to number 6 during setup, I agree that the wording can be misleading.
