I was looking through someone else's game and noticed that they played a blue #2 with scissors and the scissors token was not placed on the card.

A few turns later they play another scissors card in the top row (two actually) and the scissors token does come out in that case as expected.

I am new to the game, but I thought that taking the scissors is mandatory, per the rules and first checking with another player who has played this game before on here.
