In this game, one player had already passed making the minimum bid 2.
When I started the bid on a mine, it indeed offered a minimum of 2.
But then, I used a survey card to peek, and this reset the minimum bid to 1.
I could have manually set to 2 but I realized only after the bidding.
I checked the rules, and the survey card should not reset the minimum bid so it should still be a minimum of 2 as one player had already passed.
