I have already selected an export contract which requires 3 beef. I have built next to a port which will give me a 1 meat (beef or mutton) discount. There doesn't seem to be any way to use the discount on that export contract.
If I click the port first, it gives me the error "This port can only be used fulfilling contracts".
If I click on the contract first, it wants me to select 3 beef to spend. Clicking on the port at that point gives me the same error.
I have 1 shpping, so the port is in reach.
F5 and/or reloading the page doesn't help.

When reaching a port by building a unit next to it you CAN still use the port in your current round.
This should be consistent and you should be able to always use a reached port in any way in the current round.
Regarding the original bug description, I think it's extremely rare that it would matter in a game. I can only think of one theoretical situation of micro optimization that has never happened in my game.
So I don't think it's worth risking introducing regressions for that, but feel free to write down why you believe it matters, maybe I missed an important one.
