If you draw many vertical lines through the left-most block, many of those lines (more than half!) will also pass through the next block. I believe this is the best test for whether that next box "underlies" the other. The fact that some small portion of the next box is actually above the left-most box and most of that next box is to the right of the left-most box does not alter the fact that some of that next box underlies the left-most box and therefor the left-most box must contain a number at least as large as the number in that next box.
