not really a rule not followed bug, but the pull down menu to report a bug did not have an option for this situation.
This also happened to my opponent, it may have been move #148, he activated the travel action, but the scientist did was not updated as moved on the map and the game did not warn him of a wasted move.

Hi, thanks for the report. The issue is that you probably didn't press the "Submit travel action" button, but just the "confirm action" button. The reason it's like this is that players have the freedom to choose their own path and amount of moves for this action, so I could not count the click of a travel space as the confirmation of the move itself. I've seen this happen a few times, so I'll work on an alert to tell people to submit their move before confirming.
