Right now there's no default penalty at all, but even if you do custom rules for it, there closest match is for the last player to not being able to play the card is to get points penalty. We have multiple variants for the penalty here and this isn't that common one.
Basically the main options missing are:
- Last player to not being able to play the card, gets penalty marker and will automatically lose the game even if that player gets rid of all the cards in their hand. This is close to the points penalty so implementing this could be trivial as additional option.
- If you can't play a card, player before you will give you card from their hand. If player before you only has one card, then the card will be taken from player before that player. There are also variants for this action being random draw or so that the player who is going to give the card can pick it themselves. This last option is the variant I feel gives more complexity for the game, since then you don't immediately lose the game if you have most of the aces and kings. -

With BGA's ristiseiska variant there's no default penalty right now, but ristiseiska is practically never played without penalty, it's one of the main aspects of the game.

When I implemented this variant, the rules were from the only English source I could find.
And I haven't received any reports regarding this for 2 years, so I think I won't alter the variants any further.
Basically:
1. If the player is unable to play any card on the table, player must ask the previous player who just had their turn for a card
- Exception 1: you don't have to ask for a card during first round, you can pass, i.e. you can say "Pass" if you can't play any cards
- Exception 2: if the player who just had a turn has only one card, the second player who was last in turn is asked for a card, etc.. If all other players have only one card, let it be agreed that the player does not have to take a card at all.
2. You must not show the requested card when handing it to other players.
3. When the card has been given, the turn moves to the next one, i.e. the person requesting the card may not play a card in that turn after requesting it, even if the card he received fits the table.
4. Player who gives the card can freely pick any card from their own hand to give away.

This was from Google translate, see "Requesting a card", "Ohi" means "Pass" in finnish. 4th rule isn't listed because it's already implied, I just added it to description for sake of clarity.
instead of being a game where most of the outcome is already fixed the moment you get the cards at start, you can now play the game strategically and get rid of "bad" cards by forcing people to ask cards from your hand.
