This has happened to me as well.
As rules say you have to place your last pieces if they fit the placement rules, I can't see that allowing player to "pass" at this time without forcing to place them at some point is legal according rules.

Happened at table #526327661 too, one player had tiles he could place legally, so not forcing them to place the last tiles is not according to rules.
